About the Program |

Tri-County Project Care (TCPC) founded in January 2002 is a 501(c)(3) nonprofit community-based
organization formed to deliver quality health care to residents of Charleston, Berkeley and
Dorchester counties. TCPC's initial three-year pilot program, which ended in June 2005,
provided access to quality health care services at an affordable price to more than three thousand
eligible employed tri-county residents. Based on this foundation, TCPC, in collaboration with
the tri-county area's small business and health care community have developed a new pilot
program. This pilot program was launched in March 2006.
Additionally, we received approval from the State's Commission on Healthcare Access
to initiate this
program under the direction of the Department of Health and Human Services. Our new program
includes both employer and member (employee) prepayments to assist with the program
funding. The program goal is to demonstrate the economic and health impact of preventive
care on a population, which up to the present has used the emergency department of a hospital
as its primary care physician or has allowed its health status to decline to the point where
any health care need, is of a catastrophic nature.
Focusing on prevention, education,
positive lifestyle choices and appropriate utilization of services, the program seeks to
create an overall health care system-wide change from a disease based reimbursement model
to a wellness-based model. TCPC is continuing its efforts and striving to expand its
capabilities to provide access to health care to a larger number of working uninsured.
